Specifically if I were to create a cigar or joint/blunt of sorts? I couldn't find specifics in the guidelines/rules myself so any clarification would be appreciated. Thanks! It's use is accepted in numerous countries; it wouldn't be practically different than a mod which implemented alcohol or tobacco. It won't necessarily mean your mod will be successful, but as far as the guidelines are concerned, there is nothing explicitly or implicitly disallowing the creation of a mod which implements illegal (or legal) substances.
