This is a problem if you've built your aquatic ranches with mesh tiles and have multiple ranches in the same pool. Instead, it would be better if the fish release counted the lessor of both the pool and the room it empties into. Or perhaps a room made of mesh tiles should constitute a separate pool, which would solve some other problems as well. I haven't really looked into what might break if mesh tiles made a separate pool, but I generally think if aquatic critters can't path from one region to another, it should be a separate pool.
