The surface is completely clean. I played the base game before, and back then, meteors were constant and the surface was always buried in regolith. I'm trying to figure out if this is a bug or a deliberate design choice in the DLC? Long time ago, before I touched spaced out the first time, it had no meteor showers, probably to encourage space exploration. These days, about half spaced out planetoids get meteors - you can see which in the starmap. Also, this applies to default settings.
