Add an option in the world settings to change the maximum number of clockwork followers?

Maybe, to appease those who liked annihilating bosses with hordes of clockworks, there could be an option in the world settings to change the follower limit? WX's limit would always be 1 above it

Does setting the world to Year of the Clockwork Knight not do this?

it is not related to any event and the reason for the limitation is that you could easily mass produce clockworks
