This is the perfect opportunity to add this, since we now have two items that are powdered salt instead of salt crystal.
Probably most people who enjoy building have long dreamed of an item that allows them to disable regrowth on a selected tile. So adding this functionality to one of these items would be a revolutionary change to base building.
Finally, we have the Embalming Spritz, which allows turned plants into decorations. Therefore, an item that would block the spawning of unwanted plants would also be useful.

Disabling regrowth would be simple. 
Simply hold the item in your mouse and right-click on the selected tile. This will prevent regrowth from affecting it.

But what if someone wanted to get regrowth working on the tile again?
Well, I think Tree Jam would be perfect for this.
It allows you to grow trees and grow Above-Average Tree Trunks. So it's clear that it has a very positive effect on plants.
Therefore, it would be perfect for removing the negative effects of salt on the soil.

Besides, it fits thematically quite well.
One ocean-related item disables regrowth. And another ocean-related item enables regrowth.

 

And to add something more to the proposed mechanics, maybe any plants planted on a tile with regrowth disabled would wither or not be able to grow at all.

Why not, there could be something like that too.

I dunno what you mean.

 

Anyway it would be bad if someone wanted to avoid Ice in winter and accidentally salted the whole world never letting anything grow again.

But in my proposal, disabling regrowth would require clicking an item on the tile, not spreading salt from it while walking.
Although now that I think about it, it would be a bit strange that salt spread on the ground with the Grit Duster/Grinder while walking doesn't disable regrowth, but clicking it on the ground does.
So maybe Dessicant Pouch/Sack would be a better candidate for a regrowth-disabling item.
