Unable to place Headstone as Wendy

As the title says, I can't place the Headstone as Wendy. I have it crafted and ready to place, but it only shows it as red and unplaceable. Bug or am I missing something?

You can only place it on top of a skeleton.

Once you DO place it on a skeleton, though, you can then transport it to a new location using a spirit vessel

It needs to be a player's skeleton too, not the skeletons generated by the game. To relocate Pipspooks, you use the vase item on their tombstone instead. Then once you have a Pipspook in your spirit vase, you can place it anywhere and it'll become a tombstone.
