On the one hand, this forces players to enable Moonstorm when they don't want to challenge Celestial Champion. This will cause players to spend extra and unnecessary time killing Celestial Champion, which seems very cumbersome. On the other hand, Restrained Static is something that collects the energy of Moonstorm and then uses it to make a Spark Ark to collect weaker, safer energy. Isn't that a waste?
