I propose the idea that WARBIS should be pre-CC, like the dreadstone armor is to FW. Moon glass could replace the celestial shard. Since the electric fences have shown that moon glass = power, this should make sense as a substitute.

This could also be a perfect time to introduce wagstaff earlier on in the quest line. You could find him and do a side quest for him to get the WARBIS blueprints. “I hear there is a suspiciously moony biome deep below us, bring me back a sample” type of old man gibberish.

Perhaps a grainy transmission could be seen for a few seconds sailing away from the monkey island as he did in the update trailer, then he spawns at junkyard to give you a task. This could provide a little progression for finding the monkey island.

This alongside making warbis lock on not lose progress on enemies who get to far away or when you target a different enemy would do wonders for making the armour more usable. I'd also suggest making it lock onto lesser mobs drastically faster, something like mobs 200 and below are instant, 1000 hp mobs take 3-5 seconds, anything to make it realistically useful in day to day scenarios, rather than being just a boss killing armour set.

To add on that, the headgear could just mark the enemy like abigail and make the enemy take more damage from any source, so it is useful to have at least one Warbis on your team.
