The Shockscrap are very weak

After the last patch, most of the cartridges were clearly weak, but KLEI wrote that they would change those rounds that many people and I consider raw and weak, but I do not recall mentioning shockscrap.
At the moment, their damage is only slightly higher for gunpowder rounds (74) and the stage at which they are obtained is very late.
I suggest increasing the electric damage to ~ 100-120 units to justify their price, or remove the saffron feather from crafting. 
What do you think about this?

I like the saffron feather, any feather type as Walter is easy to obtain. The scrap is the limiter for the rounds, and since it is pretty limited because people will need a lot for cc later.

If it was to be buffed maybe add electrical arcing. If creatures will be wet, then it makes sense that the electricity can jump between them. 

RN, that scrap cost makes it way to costly, especially when it has to be raining to make it reasonable to use, I think cursed rounds still out damage wetness shock rounds too.

Just to clarify since your formatting can be confusing: Explosive Round (68.4) and Shockscrap (74.4 when wet, 42.5 dry).

It's actually a 9% chance, which I will gladly take instead of capturing, traveling to the cave, caging it, waiting for it to be poisoned, going back to the surface to release them.

It sounds very good, but they still have a problem like low damage and expensive scrap for the beginning and middle of the game

it's 74 to wet, around 40 to dry... can't even 2 shot wet hounds with x1 damage excluding the electric multiplier of the ammo     

about buffing the ammo, maybe make it require gears, electrical doodad or frazzled wires instead of scrap? otherwise you could end up with no scrap left in the world for the 1st CC summon because of walter players having consumed it all

Yep thulecite is definitely still the strongest rounds it techincally always was but couldn't show it's true potential due to enemies moving too fast which honey and icker rounds fix.

Electrical doodads sound like a better idea but if they think it's too cheap they could go the magic route and make it with moon stone instead.
