There isn't enough evidence for both of these claim, I don't think Powder Monkey are Lunar, because other than the fact that they come from portal made using technology and lunar energy, and the fact that Wagstaff made the portal isn't the same as to say it's Lunar, because Wagstaff also made the new non-Lunar armor. And I think the fact that it exploaded mean it wasn't a succuess, which could mean it connected to another dimension.
