4-players - only two get the shield/charm/shock perks. Intentional?

When playing with 3 others yesterday, whenever offered a choice between shield/charm/shock skills - it was only claimable by two players. The other two don't get anything. Is this intentional?

Yeah I noticed that too, that seems like an oversight. I understand why there's a sort of "dibbing" process over who gets what, but 2 people getting outright robbed on it doesn't sit right at all. Currently we only have shields, lightning and summoning, maybe we'll see more families so we have atleast 4 so everyone gets something different.

This needs a rework, anyone should be able to choose .
