So thanks to @Parusoid i finally learned the values of the growth spurt skills which are as follows: 
 

Growth Spurt I - Reach full bloom a bit quicker 
Stage 1 and Stage 2 require 10% less Bloomness to advance to next stage (438 Bloomness)

Growth Spurt II - Reach full bloom much quicker 
Stage 1 and Stage 2 require 25% less Bloomness to advance to next stage (360 Bloomness)

Without skills it takes 480 bloomness (or 480 seconds (8minutes) without additional fert application) to advance to the next stage. 

Growth Spurt I ends up being completely useless. It only saves 40 seconds each stage. 

Its okay for woodie’s and wolf’s initial skills on each branch to be small boosts but as Wormwood you are already forced to waste points on the introductory seed sleuth and butterfly friend skills. 
(lunar sapling is another pointless introductory skill that could be merged with another plant craft) 

Growth Spurt I really should be replaced with something actually noticeably useful. 

This could be one way to bring back Petal Production.
