I suggest to redo it a bit, it will speed up after it visits its whistle, it will speed it up for a while, but in any form. the whistle shows him that he needs to jump to his feet and run as hard as he can (just running always without delay is not what people who care about their figure do). Anyway, I think best solution for Wolfgang speed perk is to allow him wear piggyback and marble suit without any speed penalty in his normal form too. He is, after all, mightier and stronger than your usual Wilson or Willow. Why he still suffers speed penalty? hes a heavy lifter, carrying heavy objects is one of his favorite things!
