Tweak "Power use" notification ("significant power use change detected"), or have the option to silence or disable it

Having a few thermo aquatuners running normal cooling loops on a small asteroid causes large enough fluctuations in power use that the notification for significant change in power use pops almost constantly. (Several times a minute.)

Could we please have some way of being rid of this? The sound it makes every time the notification pops up gets rather annoying, so even just the option of silencing it would be enough. But maybe it could use some looking over so it doesn't consider thermo aquatuners turning on and off to be worthy of an alert.
