Walter was brought in by what someone thinks was a trap set for Woodie by maxwell, and plus why wait to bring someone when they started playing a radio, we've seen in Wes' C'est La Vie trailer that there doesn't need to be a portal or radio involved to bring them into the constant. Wanda broke open a rift on accident. Winona was brought through the portal. Wurt, Wortox, and Wormwood are all from the constant. tbh this is probably going to make no sense after a while.
