My friend can't install mods or join modded worlds

Reposting from the mods subforum.

Hi, in playing with a group of people, and one of my friends who hadn't played in a long while CANNOT install any mods at all. If he ever tries to join a world it says that the world has outdated mods. 

 

We've already tried reinstalling the game, unsubscribing and erasing the mod files AND the workshop files, allowing the game through the firewalls... Everything, but maybe restarting his computer before doing that (doubt that would help) same with the 32bit version.

 

Apparently whenever a client mod is installed it copies over to the server mods or something, but it does it all corrupted like "workshop (numbers)" and they can't be uninstalled or updated.

 

Anyone know a fix?

When you join a modded server with a "client required mod" the server just tells the client which mods to download and the client grabs them from the workshop.

That said, there's a couple of things that could be happening:

1: One of the mods the server is running is out of date for whatever reason, all other clients have the older version of the mod downloaded from some earlier time connecting and downloading, but your friend's client can't get it, cause it can't download out of date mods.
2: Your friend's Steam/DST has some connectivity issues to the Steam servers, which causes the download to fail.
3: Your friend's file system permissions are borked. This often happens if you run programs as administrator. Once you run some program as admin, some files may get admin ownership and the user can't overwrite/delete or even use them anymore.

First off, THANK YOU for replying!!!

Thing is, his client mods don't really work either. They don't get installed at all! But whenever he suscribes to mods corrupted versions show up on the server mods list
