Hostile flare buffs

The hostile flare should be given more utility throughout the game rather than having 2/3rds of its uses locked to winter.
I think it'd be fitting and cool if it spawned in hunt results, such as the Varg, Ewecus, and Koalaphants, and maybe even some other bosses like Bearger

I feel that maybe this could work if it was just kept to the mobs that are immediately hostile to you if you get close to them like the "hunting surprises" you mentioned (Varg & Ewecus).
Not really counting Bearger since in this case since he's also not inherently hostile to you when he spawns like Deerclops is, and unlike Deerclops his drop isn't the only thing that's useful about him.
