You can always hook them to a button to do that but i guess you mean a manual override button on the building itself.

I mean a valve that is open by default and only consumes power to close itself when you give it a green signal.

Technically this already exists... you just need to treat the input of a shutoff as the "open" side by letting the liquid/gas bypass the shutoff and reverse your logic (probably with a Not Gate) to "close" the valve and re-route contents back to storage or somewhere else.

I know, I've wanted this too but if you look at the problem from a different perspective you can accomplish the same effect with the existing components.

The power use is a tiny 10W, so not too concerning.
