Voltgoat tracking for tiny oasis fix

Some oasis biomes are very tiny and it's highly difficult to track down one goat during rain when it always goes outside of the biome and getting another hunt instead.

Solution: reduce track count or distance to have a higher chance of spawning in the goat for making new herds. Very much needed fix cause I cannot get any new goats on my world.

Unrelated note - but Id love to have this world's seed if you don't mind, the Oasis location is very convenient.
