Make a minimum number of hound mounds guaranteed.

Most characters are perfectly fine without hounds teeth for a while in the early game, and once winter comes they can quite easily hunt MacTusk a few times for enough of them.

However, for Willow, who relies on sewing kits to repair Bernie, it can be a big problem to not have sewing kits in the early game if the Willow is planning on anything particularly daring. 

So a guaranteed minimum amount of hound mounds would be nice, because my most recent world only had one.

right, but ordinary hounds have only a 12.5% chance of dropping a tooth, and you only get the first wave from day 6 - 13, with only 2 hounds. 

So the only real viable way to get teeth in the first year or so is from the mactusk hounds, or from the hound mounds. 

At the very least, I don't see an issue in giving say, 3 mounds as a guarantee. 

I would see this as the same as if mourning glories were blocked behind either a time lock or a ton of rng.

One sewing kit is already enough for repairing bernie, and why would be so damaged
