Be able to clean toilet when its grounded

Currently you have to unground it in order for a clean toilet command to work, then babysit it so you can ground it again when its done (else risk forgetting to until you notice it filling up again from use while rocket is on a planet, lol)

I was worried this would happen. They patched it so they can deliver stuff to buildings when grounded but not cleaning toilets. Anyway when grounded the toilet should be forced to be cleaned even when not filled (or at least when over 50% filled).
