Probably the higher amounts should start killing them off, so when it`s a slight hazard for dupes it should start impacting the germ amount and around 200-300 rads/cycle it should become chlorine level disinfection. But what about radbolts? Currently when they pass through germed air they don`t leave contaminants in their way nor produce any radiation. What if they just removed the germs in their way replacing them with radioactive contaminants. On one hand it would be a super powerful way to remove germs but at the cost of wasting the radbolt and only in a straight line. We could also get some flexible radiation sources like a rad lamp for disinfecting and maybe glass pipes so that we could disinfect piped liquids.
