HEP building menu looks empty. I feel there is a potential to expand this mechanic, for example, I could see such new buildings:

  • HEP accelerator - it would increase energy / speed of HEP that travels on its tile. 
  • HEP detector - 1 tile sensor that sends green signal when it detects HEP. Could be used with duplicant checkpoint to disable path on endangered tiles for a second or two.
  • HEP defence system - stores a few HEPs to fire them on incomming meteors during the shower (assuming they will come back). When HEP storage reaches its limit, defence system accepts no more HEPs
  • Interplanar HEPs - Allows to send HEPs to another asteroid. Paired with another building that intercepts incomming HEPs from other asteroids.

I also feel that there should be an end-game application for EHEPs (Extremly Highg Energy Particles), something like temporal tear creation or something else on similar scale...

I think that the following text...

"As with every system in ONI, we want Radiation to be fundamentally connected to other systems across the entire game, so we've got lots of new parts to make and iterating to do before it's ready. We'll be rolling these pieces out to testing as they come together, and at this time we’re expecting the system to be broadly realized over the next two updates." update 453222

...means there are more buildings to come. So I would wait at least 9 days (or 9 days+3 weeks) to see what new parts they intent to have in the Radiation system. ;)
