Are you able to take a star caller out of the moon base?

A friend of mine is having issues with their moon base on PS4 & they don't know the forums too well, so I'm asking in their stead. The first question is the issue they are having, the following questions are just some follow ups by me.

1) When they put the star caller staff in their moon base, they are unable to take it out. Instead they only have the option to inspect it. On the steam version of the game, you can freely take the star caller out of the base whenever you want when the moon event isn't active. Is this the case for anyone else?

2) Are you able to take the star caller out of the moon base to turn the moon event on and off? (This is typically during the first 10-15 seconds of the event, before you are unable to remove the Star Caller from the base unless the base breaks.) 

3) Are you able to insert and remove the Moon Caller Staff when its inside the moon base? You can do this on PC.

Any help would be appreciated!

1.doesn't happen to me thats for sure

2.haven't tried that so i don't know 

3.yeah you can insert and remove the mooncaller staff on ps4(for me at least)
