I would think of them as automation, but for dupes. For instance atmo suits must be returned to the dock where it was taken instead of any other docks you might have. It could even be combined with automation. For instance, a temp sensor could be combined with a policy to keep dupes away from temperatures that would hurt them.

Well obviously it could never be as microintensive as automation. (wires and whatnot). The examples I gave were pretty unimaginative, but policies could work on a macro scale similar to policies in cities skylines; things that change your dupes behaviour.

EDIT: Come to think of it, you could even add logic to the system.

I can imagine there being an administration room with typewriters and dupes with a special skill would write policies there. It would take some time to make one and required some sort of paper wich you`d have to make out of some resources (maybe a new type of plant).
