For instance atmo suits must be returned to the dock where it was taken instead of any other docks you might have. It could even be combined with automation. The examples I gave were pretty unimaginative, but policies could work on a macro scale similar to policies in cities skylines; things that change your dupes behaviour. It would take some time to make one and required some sort of paper wich you`d have to make out of some resources (maybe a new type of plant).
