Consumables priorities

Right now the consumables menu only offers boolean values, allow/disallowed.

At the start of the game I am constantly watching my dupes eat muckroots, which last forever, while letting the BBQ I got in a care package rot.

Later in the game I'm trying to make Surf and Turfs, and the duplicants eat the ingredients instead.

I suggest a system similar to the building priorities, with a range including 1-3 up, 1-3 down, dash for default, and x for disallowed
