Is it possible to replace the RNG ?

I would like to replace the current RNG which I suppose is a seed-based one with a seedless RNG such as Intel's RDRAND/RDSEED or Microsoft's RNGCryptoServiceProvider, hence having it work more like a true die roll instead of a mathematic function that's for a good part just simulating randomness.

Is that possible, or is it beyond the scope of the modding framework ?

Does it make any practical difference? This isn't the lottery, there's no multimillion prize for being able to predict the next number in the sequence. Pseudorandom works just fine for this game. If I am misunderstanding, please correct me.
