Issue Description: Fires set by both host and client Willows are invisible to clients and visible to hosts. This was seen by Seth on stream but I wanted to replicate it, and did so successfully. Steps to Reproduce: 1) Make server 2) Have Willows 3) Get low sanity 4) Wait for fires 5) Fail to observe fires on client, observe on host.
