Pushing kelp into land

If you go boating and try pushing kelp toward land to try and beach it , itll just clip into land instead and just be inside the land

Steps to Reproduce

Just use a boat to push kelp towards land.

Is this a thing you can do? I tried it on my ps4 but it just goes into the land not beached wasn't aware you could do this.
