Unable to upgrade gear past level 6

I believe this is not a bug. You need to unlock it by researching with Berna. (The armorer)

Thanks for the info! How do I prompt the research? I tried interacting with all the NPCs (Toot, Berna, Hamish, Flitt) and there wasn't any quest/prompt. I have the same playthrough progress as my friend so I didn't think of the possibility.

Hmm I'm not certain but I remember that you need to purchase an armor that has higher level than 7 in shop. You can find those armors in Bonechill Quarry and Splintershard Cavern. After that Berna the armorer will let you research armor upgrade. There might be a little more requirements for progression I didn't mention, though.
