I did, still same... I dont want to move to new location since I already prepared arena... It just some placement bug that enabled moon storms, but can't place it

If I'm not mistaken, you need a triangle fissure to build/assemble the altar.

I'm thinking the same thing here. The positioning in his picture looks odd, although he said the moon storms are activated. 

Are there any more triangular shaped locations you can try to place the pieces? 

After several smashing with hammer it started working and when i try doing again, it takes several times to smash.
