Worldgen error..?

I thought volcanos were fixed (included in specific numbers, in specific planetoids/asteroids). Seed SNDST-C-69649089-0 doesn't have gold/aluminum volcanos in the intended planetoid

Steps to Reproduce

Start game. Survival. Terra start. Seed SNDST-C-69649089-0. Radioactive planetoid has no volcanos.

In this particular seed no renewable metallic biomes spawned on that world (only ocean and forest) so there was no place to spawn the two guaranteed volcanoes. I've changed it so this would result in a worldgen failure and return you to the main menu.

The rules also need to be adjusted but at least now you'll have more confidence that it generated correctly. Thanks for the report.
