You don't think that's intentional?

From what developers / mods have said in other posts about this it that its intentional but the implementation needs more work to avoid confusion. It's a good idea you get a free skill with no stress tied to it. Maybe needing to have the previous skills unlocked would then unlock the bonus skill, this could alleviate some confusion around this new system.

Yep, I was definitely assuming my tier 2 digger would be able to do tier 1 digging... it just makes no sense that he has been trained to dig normal stuff and really hard stuff, but not hard stuff.

It's a bit of an issue, but giving dupes  the previous skills isn't a solution either. Dupes starting with up to three free skill points is way too overpowered. Then you'd have to limit the free skills to low tier ones, which isn't great either.

Well, the SKILLED positive always seems to be paired with the really bad negatives (mouthbreather, bottomless stomach)... to make it work you could maybe have T3 skills (with prereq T2 and T1 skills) have the worst negs (maybe two or three if needed for balance), T2 (with reqs) have a middling negative or two, and T1 skills have a lower tier negative (or two). Or something like that.
