Port unloader outputting slowly

Seems to be related to mods, maybe? Not any specific mod, but mods in general.

I tried disable all mods, and that fixed it.

Tried enabling mods one at a time to track down the issue, and any mod caused the problem.

After trying with a few different mods, all causing the same issue, I disabled all mods and the problem persist without any mods enabled. Perhaps something with restarting after changing mods?
