Petroleum generator causing bottleneck in line: A 10 kg supply of petroleum no longer supplies fuel to 5 petroleum generators

For some reason, a petroleum generator receiving a 10 kg packet appears to both take 2 kg of petroleum out and also holds 2 kg of petroleum in the pipe, resulting in only 6 kg of petroleum making it past the first generator, resulting on only 4 out of the 5 generators running.

This can be resolved by bridging over the first generator, but this bug could be causing problems in other settings.

I don't have a log file available right now, so I put in a dummy file.


Steps to Reproduce
  1. Build a pump supplying 10 kg/s petroleum to a pipe.
  2. Run the pipe through 5 petroleum generators.
  3. Observe that only 6 kg of petroleum makes it past the first generator.
