The game believes you don't have the resources -- either plastic, metal, or both. This is a common problem when rockets have just landed. Try waiting a cycle or two. Try reloading the game. Check the "resources" page and see how much you have of plastic and metal, to see which one it thinks is short. Use "show navigation" to see if maybe there's a storage area that duplicants can't access for some reason.
