Missing Resources?

Issue is: I have lots of sedimentary rock, but it says "insufficient resources", so I can't build a tile
It happened after I sent dupe to other asteroid and I asked him to return (the other planet is empty now).
Reloading doesn't help. Changing resources allowed to avoid issue.

(Btw. It seems there was a change in output_log files?)

Edit: Every thing is like this now

Edit2: Using those resources on other planet seems to be fine
