Massage Clinic is active even without a functional decor item

Not really.
Decor 0 for a pot and decor -20 for a wilted plant.
You are correct that the pot is in "Decor" category but it's not right in general while it's not giving positive decor value.

The "fancy decor item" on the other hand is a hidden "+20 decor needed of a single decor item". Not all fancy decor items count though even if they are above +20 decor

That's the bug!
It says that it needs just "decor item" even if it's non-functional, and it doesn't make a lot of sense.
The fix could be to change the requirement from "decor item" to "decor>0", or to change the concept of "decor item" itself to account for its own decor.

Let's say it could require +1 decor compared to +20 for "fancy decor item".
