"Insufficient Resource" is displayed when I have enough resource

Usually this happens if the known resources are reserved for other builds, or if the resources become inaccessible to the dupes. How much does it say is available under Resources, on the right side of the screen? (You can see or select it from the See All list).

I'm having the same problem (with igneous rock). 358t available, 6.7t reserved.

How to reproduce: on one asteroid build something with one resource in small quantity until it says "insufficient resource". Then on another asteroid build something with the same resource.
