Infinite oxygen while wearing any suit

While recovering breath, duplicants won't consume any oxygen if they are wearing any type of suit.
This bug persists even when Staced Out DLC is disabled

Steps to Reproduce

1. Make a duplicant equip an empty suit, oxygen mask, jetpack, etc.
2. Wait for them to start recovering their breath
3. Notice that oxygen is not being consumed
