Dupe using telephone occasionally gets stuck in an animation loop

From time to time, dupes using the telephone repeat the same animation and sound loop again and again. Sometimes it happens, sometimes it doesn't. Usually it happens due to sorta specific conditions (see steps to replicate).

I could just imagine how noisy it'd get if I enable debug mode, summon 100 dupes, make 100 telephones, go offscreen far away from the telephones, wait for them to use the telephones at downtime, and go back for some slightly ear-**** happy screaming theremin noises, especially at speed 3.

Steps to Reproduce

1 - Build at least one really old-school telephone (Party line phone)

2 - Do something else but make sure the Party Line Phone is always off-screen and a good distance away.

3 - Wait for a short while so dupes will use it in their downtime off-screen

4 - Go to where the Party Line Phones are. Sometimes, dupes will chat normally or do a nice variety of animation and sound sequences or something. Sometimes though, they're stuck in the same happy screaming theremin noises loop until the call ends.
