Can't make Atmosuit out of cobalt

You can't make an atmosuit out of cobalt. Considering you can make them out of the other starting metals, this seems inconsistent.

Check list of atmosuits that can be made in the exosuit forge.

You also can't make an oxygen mask out of iron ore, but can out of cobalt ore, last I checked. It's rather inconsistent.
