At some point, the metal produced at Metal Refinery became unavailable.

The image says that it is reserved -- do you have queued up building projects that are requesting that metal but are currently undeliverable for the dupes?

I examined the map, most likely not, but not 100%. Also, metal from dismantled buildings becomes inaccessible when it enters  same storage with bad metal ((

There are several builds that requested refined metals

But most of all requested metals of the save was found here

After cancelling these builds the refined metals become available again
