The checklist entry for the cargo bay is wrong !
Just take a look :
If you check an entry labelled "cargo bay not empty", it means that the cargo must have something inside before launching the rocket.
You should remove this pesky "not". 
The same error is in the reocket status checklist, in the starmap screen.

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
