When structure is marked for deconstruction, dupes should not try to repair it

I've marked a damaged structure for deconstruction, but the dupes keep trying to repair it first before they deconstruct it. This is a waste of time and they should prioritise deconstructing over repairing if it's the same structure.

Its not a bug but you can flag the building by selecting it then looking in the UI Disable Autorepair and go through and flag your buildings as you go :)   We need the option to have autorepair disable or enable by choice by defailt.

I flagged it as "disable autorepair", then I forced the dupe to move somewhere else, and they still went ahead and repaired it instead of deconstructing it.
