So this wheezewort is stifled but for no apparent reason, perhaps it's related to clean water being on top of polluted water. The tooltip doesn't state what the reasons are (please ignore the chaos in the background, I'm quite certain this could happen without the use of debug tools).
The agriculture overlay doesn't state anything either.

A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
