Water sieve output

In current beta water sieve now have dynamic output temperature. But vapourise/freeze point for clean and polluted water is different, and using very hot/cold polluted water (>100C or <0C) may cause troubles with output (broken pipe via cold/heat damage).

Sieve must change output temperature to safe range (more 0C and less 100C) to avoid this.

Steps to Reproduce
Supply water sieve with very cold/hot polluted water.

This issue has been debated regarding the mods, which adds dynamic temperature output to the water sieve. I think the conclusion is that it's an added challenge as the player is now responsible for not inputting wrong temperature polluted water. As always, I'm not sure a general consensus has ever been reached.

OK. Sieve consume 120W energy. For what? Old sieve at last keep fixed output temperature. New one only pass water through sand/regolith and no more, for 120W as half full-size pump or two mini pump, plus 4kW heat (as coal generator). If temperature now is player headache, lower energy consumption and heat up for sieve. Otherwise, clamp output temperature in safe range.
