Water Sieve not filled with sand by dupes

Water Sieve is awaiting for material delivery all the time. Dupes have assigned jobs, there is sand aviable, machine powered, paths cleared, no restrictions yet still no one fills sieve with sand. In the provided save one dupe is closed within room with sand and sieve yet it is not filled even when its the only command given to that dupe and that area

somehow you bugged the plumbing and the machine, because its output was blocked it couldn't process material so it didn't need sand, plumb more carefully.  Secondly when you rotate and sieve do not build it against a wall as that will block access to it.  If you pay attention, when you rotate this building it moves, you built part of it inside a wall space, dupes techincally had no access to the fill point.  Fixing that didn't fix the problem fully though because of your plumbing, fixing both fixed the problem.
