No, i do not use debug mode at all

did you build the wall with the water already there, if so then the tile built with water as the element as it was what was filling the space, at which point your tile failed and flooded out.  Have to deconstruct and reconstruct  or save and reload to fix.

Yes, when i save and reload it's become fixed. But i think this is bug, because i build block in water when block under it was solid and than remove block under it.

It is a bug,
