Tutorial videos too laggy

Ingame tutorial video (for example "Browse entries in my Database (U)" -> "Tips and information" -> "Tutorial: Duplicant movement" ) are too laggy to watch.
Video starts and after just one second slows down to a halt. Then, after about 10 seconds shows just a few frames and stops again. After some more time it closes like it is finished.

My specs are:
overclocked Q9550 @3.6GHz
GTX 1050Ti 4GB
8GB RAM
Win 7 x64

This pc runs game smoothly and without any other issues - constant 60 fps at 2560x1440. Graphics card usage about 50-60%, cpu 35-55%. 
But when the video starts, cpu jumps up to 80-99%, and video halts.

Play any tutorial video on similar pc like in the description.

I am not really sure how priorities are made on bug fixes here, but I'd like to urge this to be fixed. 

As a completely new player and I have no way of playing tutorial videos making the game quite un-enjoyable. I am sure that other people who feel this way might just refund. Please, fix this as soon as possible or at least post these tutorial videos on youtube or something.

Same problem here. Tutorial audio playback is fine but videoplayback stutters or does not play at all.

Win7 x64

ShaderProgram is unsupported, but because jobified rendering is enabled the ShaderProgram can not be removed.
